Meeting with the Organizations of Fashion Industry - 2020.06.17

In order to strengthen the sustainable development of fashion industry in Hong Kong, Chairman, Mr. Bosco Law attended the meeting with following groups,

  • Build up the environment which encourage the creative talents for youngsters who interested in fashion and apparel industry

  • Explore more opportunities and possibilities for the cooperation to create an International Fashion Centre among the world

Discussion details are as follows:

  • To update the challenges on fashion markets amid the global economic slowdown and the impact of COVID 19

  • To enrich the content of trade fairs such as cooperation with other organizations and local designers for seminars and excursions

  • To help HKTDC to promote the upcoming fashion related fairs to the members of the Association

Cleaner Production Partnership Programme

 

Background:

In April 2008, the Environmental Protection Department of Hong Kong SAR (EPD) launched the Cleaner Production Partnership Programme (the Programme) in collaboration with the Economic and Information Commission of Guangdong Province to encourage and facilitate Hong Kong-owned factories in Guangdong and Hong Kong to adopt cleaner production (CP) technologies and practices, thereby contributing to improving the environment. In the light of the environmental benefits brought by the Programme, the EPD has extended the Programme until 31 March 2020 with a funding of $150 million. Hong Kong Productivity Council (HKPC) continues to be the implementation agent for the Programme and acts as the Secretariat for operation of the Programme.

The Association has successfully applied Cleaner Production Partnership Programme (The Programme) – “Organization Support Initiative” in Dec 2016 and the total project duration is 12 months. Under the funding support of the Programme, the Association has organized several activities to promote cleaner production technologies in 2017, including two factory visits of American & Efird(HK) Ltd & Sun Hing Elastic Covering Factory Limited and two videos of filming “Generation of Photovoltaics” and “Purification of gases produced by Tenter Machine” in Pacific Textiles Ltd ( Cleaner Production Partnership Programme – Demonstration Projects 13D0334 and 13D0333) and “Installation of garment iron traps to save energy”in Weixing Wool Knitting (Haifeng) Co., Ltd (Cleaner Production Partnership Programme – Demonstration Project 14D0399).

Meeting with Guangdong’s Labour & Social Security Bureau

Aim:

1、To reflect the difficulties when implementing the Social Insurance Policy
2、To clarify the latest Social Insurance Policy which often confuse HK investors

 

The current Labour Law stipulates that an employee must not work for more than 40 hours a week while the time for over-time work must not exceed 36 hours a month. However, this requirement lacks flexibility in meeting the needs of labour-intensive factories. During lean periods, workers are usually under-utilized, but when peak season comes, the stipulated work hours are not enough to meet the workload. Hence, enterprises are forced to hire extra labours and incur higher costs. In view of this, while continuing to abide by the Labour Law, we called on the Guangdong's Labour & Social Security Bureau to draw up supplementary regulations or implementation rules so that our factories can be recognized by international buyers. However, the provincial authorities pointed out that they are not authorized to interpret the Labour Law because the right to formulate implementation rules and related measures is vested in the National People's Congress. The Bureau mentioned the government authorities are well aware that the introduction of the social insurance system will increase manufacturers' operating costs, thereby undermining their competitiveness on the international market. However, as the relevant legislation has come into force and the system will be implemented as scheduled, manufacturers are advised to boost their production efficiency to offset the cost increase.

The authority clarified the average monthly salary of the preceding year of an employee will be used as the base for calculation of insurance premium. The percentage to be shouldered by the enterprise will be set by respective city authorities.

We have appealed for the inclusion of textiles manufacturing under the "assorted working hours" scheme where the total working hours of an employee are calculated on a yearly basis (or half-yearly) instead of monthly basis. On this issue, the authority will gather more information from Hong Kong investors on the problems they face and will lobby the central government for the inclusion of textiles.

We have also proposed to the provincial bureau for organizing seminars on labour and social insurance issues. They have agreed in principle and will work on the details.
